Carnet countries

Which countries accept Carnets? Is an ATA Carnet required in Europe? What is a carnet document? In a case where more than one advisory applies to a country, the country will be linked to the most current advisory.


An ATA Carnet is not required for travel between the UK and most European countries (those in blue).

New members are added periodically. The World Chambers Federation (WCF), a division of the International Chamber of Commerce (ICC), in Paris, with the World Customs. Countries in blue are linked to a Carnet Country Advisory. Appointed by the national government, a National Guaranteeing Association (NGA) may administer Carnets in one or multiple territories.


Each NGA is a member of the World Chambers Federation (WCF) and the Worl. This is a partial list of countries and territories that do not yet officially accept ATA Carnets. In all cases, a carnet can be used as a substitute for the U.

A Carnet or ATA Carnet (pronounced kar-nay) is an international customs and temporary export-import document. The ATA Carnet simplifies the custom formalities by allowing a single document to be used for clearing goods through customs in the countries that are part of the ATA Carnet system.


Carnet used for goods temporarily imported or exported between Taiwan and certain countries (this includes the UK and EU countries ), that are contracting parties to the ATA Carnet or Istanbul. At present, over countries accept Carnets.


Each country designates a National Guaranteeing Association (NGA), which oversees the operation of the Carnet system in that country. Check with the issuer in the country you’re exporting to. See the countries list for all the countries that either require or recommend CPDs. Those are all the countries that have an authorized issuing association. If goods are properly imported into one EU carnet country and re-exported from a second EU carnet country, the Carnet holder is unlikely to encounter any claims fees.


Iran is accepting carnets however US restrictions do not allow a US-issued carnet for Iran. ATA Carnet lets you temporarily export commercial samples, trade fair or exhibition goods and professional equipment to countries that are part of the ATA Carnet system. The ATA Carnet allows the business traveller to use a single document for clearing certain categories of goods through customs in several countries without the deposit of import duties and taxes.

Simply arriving in the country with a new carnet for an expired carnet or soon to expire carnet is not enough, you must formally transfer from one carnet to another prior to the expiry of the current one. If not you may be liable for large fines, your vehicle.
